London Plan

The London Plan

The London Plan forms the Spatial Development Strategy for Greater London, outlining the aims for how London will develop over the next 20 – 25 years. As the Development Strategy for the capital, the contents of the Plan have paved the way and provided inspiration for the plans of local authorities across the country. Any development within London will require the London Planning policy to be implemented.

The first iteration of the London Plan was from 2004. This covered areas such as transport, economics, communities, tourism, use of natural resources and waste. Since then, a new London Plan has been issued in 2008, 2011, 2016 and 2021 which is the current version of the Plan.


Two of the most notable additions to the London Plan from an environmental perspective are:


  • The introduction of the energy hierarchy: Be Lean, Be Clean, Be Green (see figure 1.)
  • The aim to build Zero Carbon developments
